How does CEEQUAL work?
CEEQUAL is the assessment scheme for civil engineering and public realm projects. It assesses how well project teams have dealt with environmental and social issues in their work. If used during the design and construction phases, the CEEQUAL assessment is likely to positively influence the project’s environmental and social performance.
A CEEQUAL assessment is a self-assessment process carried out by a trained CEEQUAL Assessor who is usually a member of the project team. Assessors use the question set in the CEEQUAL Manual and an online assessment tool provided by CEEQUAL to decide on and capture the scores their project deserves, and to log the evidence justifying those scores.
It is best to carry out the assessment as the project progresses, allowing supporting evidence to be collected alongside the design and construction phases.
Once the assessment has been completed, the result is reviewed by a CEEQUAL-appointed Verifier, who will also verify an appropriate selection of the evidence supporting the scores given.
The Verifier then makes a recommendation to CEEQUAL and, following ratification by CEEQUAL’s Technical Management Team, the Award is confirmed and arrangements are made for presentation of the Award certificates at a suitable industry event.
CEEQUAL’s PR and Marketing Team liaises with the Award recipient to ensure that the project is included in the CEEQUAL Awards pages and that the project team’s CEEQUAL success is publicised widely.
The Assessment process in detail
To have a project assessed and verified under CEEQUAL, the
applicant first needs to submit an assessment
registration form (DOC).
On registration and payment of the first fee instalment, the applicant organisation receives a copy of the latest version of the CEEQUAL Manual and the access data to log on to the project-specific area of the online assessment tool.
The Manual and online assessment tool will be used by the Assessor, who must have been trained and certified by CEEQUAL. Assessor training courses are being held regularly throughout the UK.

The Assessor will be paired up with a CEEQUAL-appointed Verifier
and the first step in the assessment process is for the questions
not relevant to the project to be scoped out in consultation
between the Assessor and the Verifier.
The Assessor then addresses the questions and enters the scores in the online tool, which is also used to log the required supporting evidence.
It is recommended that a decision on applying for a CEEQUAL assessment is taken early in the project so that the evidence can be collected as a rolling activity throughout the life of the project. This also allows the Manual to be used as an extensive checklist and prompt for action on environmental and social issues by the project team.
When the Assessor has marked the assessment as complete in the online tool the CEEQUAL Verifier is notified by email that the project is available for verification. The Verifier then reviews the assessment in preparation for the verification meeting. This meeting, which normally takes place on site, reviews the scores and evidence. Once the Assessor and Verifier have agreed the score, the final score and Award recommendation is checked and ratified by CEEQUAL
CEEQUAL then arranges – or assists in the arrangements for – an Award presentation, in mutual agreement with the Award recipients, and usually to coincide with a suitable public or professional event. The Award certificates are signed by the President of the Institution of Civil Engineers and the CEEQUAL Chairman and are presented to the relevant project partners.
It is also possible to have a verified Interim Client & Design Assessment and Award after some or all of the design has been completed. This can be particularly useful for long-term projects as it rewards the client & design team long before project completion. It also offers the opportunity to adjust the project's features and performance and thus aim for a higher score in the final verification for a Whole Project Award.
What does the assessment cover?
The CEEQUAL Manual consists of 12 sections, which have been
weighted as shown below with the weightings embedded in the
scores. More details on what each section covers are given
in the Description and Process Handbook, which can
be downloaded for free as part of the CEEQUAL
Manual.

How much will a CEEQUAL assessment cost?
A fee is charged to cover the cost of the Verifier and the
administration and progressive development of the CEEQUAL
Scheme. The fee is based on the civil engineering value of
the project at contract award or, if applying earlier, on
the client's or engineer's estimate.
The minimum fee is £3,495 for projects up to £1
million, rising non-linearly to £6,129 for projects
with a contract value of £8 to £10 million, £11,124
for projects valued between £75 and £100 million,
£14,575 for projects valued between £200 and £250
million, and £22,918 for project of £450–500
million project value.
Additional fees are charged for Interim Awards on projects
up to £500 million in value. Beyond that an Interim
Client & Design Award is included in the Whole Project

In addition, the applicant organisation will need to train
or contract in a CEEQUAL Assessor. The current fee for a 2-day
Assessor Training Course is £795 plus VAT. CEEQUAL Assessor
